In the context of these revolutions, the thinker John Locke, in his work 'Second Treatise of Government' (1689), argued that 'political power is the right to make laws with the penalty of death, and consequently all lesser penalties, for the regulation and preservation of property, and to employ the force of the community in the execution of such laws, and in the defense of the State from external injuries; and all this only for the public good'.
